The event is held with the accordance to Notice of Championships, held by All - Russia Yachting Federation during 2002. The competition is set as an Open Championship, all yachtsmen compete for a personal score pass.5. Advertising
The event is governed by the Yacht Racing Rules 2001 - 2004 International Sailing Association ( ISAF ), Class rules 2001 - 2004 ( SCIRA ), with the accordance to Class Constitution and By - Laws 2001 - 2004 ( SCIRA ), Class Rules of Conduct of National and International Regattas 2001 - 2004 ( SCIRA ), Moscow Channel Sailing Rules and present Notice of Race and Sailing Instructions.
The event is restricted to category "C" ( Rule 20.3.2.(b) Add 1 YRR ISAF ) and with the accordance to SCIRA Advertising Prescriptions 2001 - 2004 ( SCIRA )6. Conditions of Entry
Participants, passed Entries and Registration commission, carried out such demands:7. Entries and Registrations
- Current SCIRA Russia members, paid membership fees 2002 before 17:00 August, 25th ( 480 Rubles ) in Regatta Office with Sailing qualification not lower than 2d Class Scipper, 1st Sport Rate.
- 2 scippers and crews from CIS and Eastern European Countries
- Best 3 scippers and crews in Russian "Snipe" Championship 2002

All yachts are obliged to have Valid Measurement Certificates, pass the measurement in time and be admitted to the Races by Chief Measurer, according to the Class Rules.10. Sailing Instructions
Chosen pick up measurement will be practicing during the event to make sure the Class rules are restricted.
All the yachts are restricted to have clearly identified Mark SCIRA membership 2002 paid.
Sailing Instruction in Russian and English will be available on the Regatta Office Information Board from 10:00 August 25th.11. Courses
The Race Courses are approved by the Class Rules 2001 - 2004 and SCIRA Rules for conduct International Championships.12. The "Black Flag" Rule
The Courses will be detailed described in Sailing Instruction.
With the accordance to the Class Rules 2001 - 2004 the "Black Flag" Rule is not practicing in any Regattas held in Russia.13. Scoring
Scoring is put with the accordance to SCIRA Low Point Scoring System, Class Rules 2001-2004.14. Responsibility
The Organizing authority does not take any responsibility for life and property of the competitors.15. Prizes
Prizes and Diplomas are awarded to the best three scippers and crews.
